Meet Our Staff Founder and Chief Financial Officer Ann Daugherty, MSN, RN, LCSW
Ms. Daugherty founded Tara Treatment Center Inc. in 1985. She obtained her Master's in Nursing as a Psychiatric Nurse Specialist at Indiana University. She is also a Licensed Clinical Social Worker.

Chief Executive Officer Theresa Matthews, MS, BSN, RN, NCAC II, CADAC IV, ICAC II
Theresa Matthews has been employed at Tara Treatment Center, Inc. since its inception in 1985. She is the eldest daughter of the founder, Ann Daugherty. Ms. Matthews has held many positions at the treatment center. She earned her Bachelors degree in nursing at Indiana University and her Masters in Business Management at Indiana Wesleyan in Indianapolis, Indiana in 2003. Ms. Matthews is also a Certified Alcohol and Drug Abuse Counselor and is a member of the Indiana Counselors Association on Alcohol and Drug Abuse (ICAADA), The Association for Addiction Professionals (NAADAC), and The Indiana Association for Addiction Professionals (IAAP). Ms. Matthews is a 1998 graduate of Leadership Johnson County. Ms. Matthews has also been chosen as an Honoree for the 2006 Speaking of Women’s Health. The women honored reflect individuals who have enhanced the quality of life in the community through their efforts in the field of women’s health.
Medical Director James D. Kozarek, M.D. Dr. Kozarek has been Tara’s Medical Director since June 1996. Dr. Kozarek is a Board-Certified Family Physician. He is a graduate from the University of Wisconsin Medical School. Professional Affiliations:

Clinical Director Brian K. Nichelson, PH.D., HSPP
Dr. Nichelson has been Tara's Clinical Director since 1995. He obtained a Certificate of Proficiency in the treatment of alcohol and psychoactive substance use disorders in December 1997 from the American Psychological Association. Dr. Nichelson received his Ph.D. from Indiana State University in 1991.

Clinical Supervisor Tadd Whallon, MSW, ICAC I, NCAC I
Mr. Whallon has been an employee of Tara Treatment Center, Inc. since 2007. He obtained his Bachelor of Arts in Psychology from Purdue University and his Master's degree in Social Work from Indiana University/Purdue University of Indianapolis. Prior to working at Tara, Mr. Whallon worked as an addictions counselor in both inpatient and outpatient settings, with populations ranging from adult men and women to adolescents and young adults. In addition to his clinical responsibilities, Mr. Whallon coordinates Tara Treatment Center's certification with Joint Commission on Accreditation of Healthcare Organizations and oversees medical records as the Privacy Officer.
Women's Program Coordinator Jennifer Parker, BSW, CADAC III
Ms. Parker has been employed at Tara Treatment Center, Inc. since 1997. She obtained her Bachelors in Social Work from Indiana University in Indianapolis, Indiana in 1997. Ms. Parker is also a certified Alcohol and Drug Abuse Counselor (CADAC III). She has been involved in many professional and civic organizations including Johnson County Step Ahead Council.
Women's Program Counselor Denise High, MS, LMHC, NBCC, MAC
Ms. High has been employed at Tara Treatment Center, Inc. since 2003. Her Masters in Counseling was awarded in 1992 from Indiana University, Indianapolis. Ms. High received her Bachelors degree in Education and Psychology from Indiana University as well. She is a Licensed Mental Health Counselor, Indiana Licensed Teacher, and School Counselor. In addition to being a National Board Certified Counselor, she is a Master Addictions Counselor, experienced in Critical Incident Stress Debriefing, Employee Assistance Counseling and trained in EMDR. In addition to her professional and civic involvement, she has coordinated services for families of at risk children.
Men's Program Coordinator Annie Novotny, BS, CADAC IV, ICAC II Ms. Novotny has been employed at Tara Treatment Center, Inc. since 1991. She obtained her Bachelors of Science degree in Addictions Counseling from Indiana Wesleyan in Indianapolis, Indiana in 1997. Ms. Novotny is also a Certified Alcohol and Drug Abuse Counselor. She is a member of the Indiana Counselors Association on Alcohol and Drug Abuse (ICAADA), the Association for Addiction Professionals (NAADAC), and Indiana Association for Addiction Professionals (IAAP). She is also a licensed Adult Probation Officer.
Men's Program Counselor Barbara Warner, MSW Ms. Warner has been employed at Tara Treatment Center, Inc. since April of 2007. She received her bachelor's degree in Psychology from Indiana University Purdue University Columbus, Indiana in 2003. Ms. Warner received her Master's in Social Work from Indiana University Purdue University Indianapolis in 2007. Ms. Warner is a member of the National Association of Social Workers (NASW).
Outpatient Program Facilitator Bill Crane, MA, CAS, LSW, LMFT Mr. Crane facilitates the Intensive Outpatient (IOP), Outpatient (OP), and Aftercare (AC) programs. He has worked with clients and families through inpatient, outpatient, and community outreach services for the past 23 years. Mr. Crane earned his Bachelors degree in Psychology from Purdue University in 1987 and his Masters in Psychology from Newport University in 1991. He is a Certified Addictions Specialist, a member of the American Academy of Health Care Providers in the Addictive Disorders, Licensed Social Worker, and Licensed Marriage and Family Therapist. Mr. Crane is a past member of the Regional Advisory Board for the Governor's Commission for a Drug Free Indiana and a life member of Disabled American Veterans (DAV).
Outpatient Case Manager Amber Hoff, BA Ms. Hoff has been employed at Tara Treatment Center, Inc. since July 2007. She received her Bachelor of Arts from Franklin College, Franklin Indiana. She majored in Psychology and minored in History and Sociology. Ms. Hoff received outstanding Sociology student in 2002.
Relapse Prevention Educator Sue C. Weintraut, MSW, LCSW, NASW II, CADAC IV Ms. Weintraut has been employed by Tara Treatment Center, Inc. since 1990. She obtained her Associate Degree in Human Services at Indiana University East, Richmond Indiana in 1992. Ms. Weintraut was awarded a Drug and Alcohol Certificate for studies completed by Indiana University East in 1992. She received her Bachelors in Social Work from Indiana University in Indianapolis Indiana in 1994 and Masters in Social Work from Indiana University in Indianapolis Indiana in 1995, through the Advanced Standing Program. Ms. Weintraut is a Certified Alcohol and Drug Abuse Counselor (CADAC IV). She is a member of the Indiana Counselors Association on Alcohol and Drug Abuse (ICAADA), and National Association for Addiction Professionals (NAADAC). She is a Licensed Clinical Social Worker (LCSW) and a member of the National Association of Social Workers (NASW). Ms. Weintraut studied at the Richmond State Hospital in the dual diagnosis unit, and at LaRue Carter Psychiatric Hospital. She was Director of Rush County Substance Abuse and outpatient treatment program for 11 years.
Family Program Coordinator Laurence Michael Lynch, MS Mr. Lynch has been employed at Tara Treatment Center, Inc. since 1987 as a host for families of clients attending the Family Program. Mr. Lynch obtained his Master's Degree in Science from Indiana University in 1967, and he also completed graduate work in Theology and Recreation Science. Mr. Lynch became a Certified Alcohol and Drug Abuse Counselor while serving as Director of Counseling at Fairbanks Hospital. He served as the president of Johnson County Citizens Against Substance Abuse for several years and was instrumental in developing several programs and grants addressing alcohol and drug abuse in Johnson County.
Nursing Supervisor Jessica Daugherty, LPN Ms. Daugherty has been employed at Tara Treatment Center, Inc. since 2002. She obtained her LPN from IVY Tech Community College of Columbus, Indiana in 2002. In addition to her nursing responsibilities she is ServSafe certified and she coordinates standards for the Joint Commission on Accreditation of Healthcare Organizations. Ms Daugherty also coordinates all admissions into the Sub-acute Detox and Residential Treatment Program.
Community Liaison Bill Kindle, CEAP, LAP-C Mr. Kindle is our liaison for referral sources and community members. After 34 years of service, he retired from General Motors Corporation as Coordinator for their Employee Assistance Program. Mr. Kindle is a Certified Employee Assistance Professional (CEAP) and a Labor Assistance Professional-Certified (LAP-C).
